What Each Budget Tier Actually Includes

Essential Tier (SGD 35,000–75,000 for a 4-room HDB)

An essential renovation covers the mandatory and functional works: HDB-required waterproofing, an electrical system upgrade if needed, basic vinyl flooring across common areas, painting throughout, one bathroom upgrade with standard tiling, and a basic kitchen refresh (repainting existing cabinets or replacing cabinet doors without changing the carcass). No custom carpentry. Furniture comes from IKEA or off-the-shelf retailers.

Mid-Range Tier (SGD 75,000–110,000 for a 4-room HDB)

The mid-range tier adds the carpentry package that transforms a flat from functional to finished: a full-height wardrobe in the master bedroom, a custom TV console with concealed cable management, a shoe cabinet at the entrance, and full kitchen cabinet replacement. Add a feature wall in the living room, a proper lighting design with cove lighting, and a full bathroom renovation with semi-premium 60×60cm porcelain tiles.

The biggest cost jump between tiers is almost always carpentry — custom joinery can add SGD 15,000–40,000 to a renovation budget, but it is also the element that ages best and adds the most to resale value.

Premium Tier (SGD 110,000–165,000 for a 4-room HDB)

The premium tier is full-home custom carpentry in E0 plywood, premium tile selection (large-format porcelain or natural stone), a designer lighting scheme with scene controls, bespoke joinery details throughout, and professional project management from brief to handover.

Hidden Costs That Blow HDB Renovation Budgets

Most budget overruns are not contractor fraud — they are predictable surprises that a good brief and contingency budget would have absorbed. Here are the six most common:

1.    Hacking discoveries — concealed pipes in walls, corroded plumbing behind tiles, structural beams in unexpected positions. Budget a SGD 2,000–8,000 contingency before you start.

2.    HDB permit fees — Renovation permits through the HDB One Portal cost SGD 10–20 per permit type. Minor, but not zero.

3.    Disposal fees — debris removal for a full hack-and-redo runs SGD 500–2,000 depending on flat size.

4.    Defect rectification in resale HDB — existing defects discovered during hacking are not covered by any renovation warranty.

5.    ID design fee quoted separately — some firms quote construction cost only, then add the ID fee later. Always ask for an all-in quotation.

6.    Furniture is not renovation — most renovation quotes exclude furniture, loose items, and appliances entirely. Add SGD 10,000–30,000 for full-home furnishing on top of your renovation quote.

How to Control Your HDB Renovation Budget

⚠️ Wet works (tiling, hacking, waterproofing, plumbing) should never be deferred to Phase 2 in an occupied home. The disruption is immense. Defer only loose items — curtains, accent furniture, smart devices, and decorative pieces.


BTO vs Resale HDB — Why Costs Differ

A BTO renovation starts from bare concrete. More flexibility, but more base work: all waterproofing, all finishes, and all carpentry from scratch. Typical cost is 10–20% higher than an equivalent resale scope because of the additional base works.

A resale HDB renovation may have reusable existing finishes — which reduces cost — but hacking existing tiles and removing old carpentry adds labour and disposal costs. The final number is condition-dependent. Always do a physical inspection before accepting any quote based on floor plans alone.
